RA NA Delegation Pays a Cognitive Visit to Great Britain

On September 15-22, the RA parliamentary delegation headed by the Chair of the Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan paid a cognitive visit to Scotland and Wales. Deputies from the NA all factions, representatives of the Secretariat of the NA Standing Committee on Financial-Credit and Budgetary Affairs, the NA Budget Office and the Staff of the parliament were in the delegation.

It was implemented within the scope of the German Development Cooperation, by financing of the German Federal Ministry of Economic Cooperation and Development (BMZ) and by the programme Public Finance Management in the South Caucasus of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation) being co-financed by the European Union and by the support of the British Westminster Foundation for Democracy (WFD).

The meetings and discussions went on over three main themes: cooperation of the parliament and the higher audit body, post legislative scrutiny experience and regulations, functions and authorities of the Budget Offices functioning in the parliament. A number of problems were particularly touched upon which the Armenian side presented in advance.

Summing up the efficiency of the business trip the delegation resulted in concrete conclusions on the three themes which are presented below:

Parliament-Supreme Audit Body Cooperation

To make the cooperation between the parliament and the Supreme Audit Body it is necessary to create Audit Sub-Committee and regulate by law the terms being envisaged to the National Assembly the current reports of the Audit Chamber.

Post Legislative Scrutiny

To continue and deepen the cooperation with the international organizations and the parliaments of the countries having an established system of Post Legislative Scrutiny (PLS) for the elaboration and investment of the effective PLS system consonant with the international standards in Armenia.

Budget Office

In terms of the Budget Office of the National Assembly of the Republic of Armenia the following realities can be used:

To get information the RA NA Budget Office directly addresses to the state government and the local self-government bodies, too,

The RA NA Budget Office provides information and professional support to the deputies, standing committees and factions not only on the basis of the presented inquiries, but also on its own initiative (pro-active),

The RA NA Budget Office provides information to the deputies, standing committees and factions on the preservation of tax-budgetary rules for which implements monitoring.
